Open Development Mekong has a development taxonomy, available in JSON format, with a top-tier hierarchy of 17 terms, with many terms under it. The full list can be found through the second list, on the navigation panel on the right. The wiki page (first link) gives access to the JSON repository on Github. Though the taxonomy does not seem to be used by any other organizations than the Open Development partners in the Mekong region.
